GFCI vs. AFCI: What California Homeowners Should Know

GFCI protection reduces shock risk, while AFCI protection responds to certain dangerous arcing. Learn how they differ and why project scope matters under current code.

A ground-fault circuit interrupter, or GFCI, reduces the risk of electric shock. An arc-fault circuit interrupter, or AFCI, responds to certain electrical arcing conditions associated with fire. They solve different problems, and some circuits require both forms of protection.

California's current statewide cycle is the 2025 California Electrical Code, effective January 1, 2026 and based on the 2023 National Electrical Code with state amendments. The exact requirement for an existing home depends on the permitted scope, local amendments, and the authority having jurisdiction. A house does not automatically need every circuit rebuilt simply because a newer code edition exists.

How GFCI protection works

A GFCI monitors the current leaving and returning on a circuit. A difference can indicate that current is taking an unintended path. The device quickly opens the circuit to reduce the risk of severe shock. GFCI protection is especially important where electricity may be used near water, ground, concrete, or outdoor conditions.

Protection may come from a GFCI receptacle, a GFCI circuit breaker, or another listed device. One upstream device can protect downstream outlets, so the absence of buttons on an outlet does not prove that it lacks protection. Testing and circuit tracing are more reliable than appearance.

How AFCI protection works

An AFCI evaluates current patterns for certain types of dangerous arcing. Arcing may result from damaged cable, a loose connection, a pinched cord, or another fault. Ordinary breakers mainly protect conductors against excessive current. They are not designed to recognize every low-current arcing pattern.

AFCI protection may be provided by a breaker, receptacle, or permitted combination of devices. A combination-type AFCI detects more than one category of arc fault. A dual-function device combines AFCI and GFCI functions. "Combination AFCI" and "dual function" are not interchangeable terms.

Where are they required?

Current code has broad GFCI requirements for dwelling locations and outlets associated with water, outdoor exposure, garages, basements, crawl spaces, kitchens, bathrooms, laundry areas, and specified appliances. AFCI requirements broadly cover many 120-volt, 15- and 20-amp dwelling branch circuits serving living areas. The detailed lists, voltage limits, exceptions, and appliance rules matter. A short blog list should not replace a project-specific code review.

For an existing home, the key question is what work is being done. Replacing a device, extending a circuit, remodeling a room, replacing a panel, and building an addition can trigger different requirements. The local building department interprets the adopted code for the permit. A licensed contractor should identify the applicable rule in the proposal rather than saying that every older circuit is "not up to code."

Why a protective device may trip

A trip is information, not a diagnosis. A GFCI trip may involve moisture, damaged equipment, current leakage, wiring errors, or a defective device. An AFCI trip may involve damaged wiring, loose connections, certain equipment behavior, shared-neutral wiring problems, or the protective device itself. A standard breaker may trip because of overload, a short circuit, a ground fault, heat, a poor connection, or a breaker problem.

If a device trips repeatedly, leave the affected equipment off and arrange diagnosis. Do not bypass the protection, replace it with a standard device, increase breaker size, or keep resetting it to see whether the problem disappears. Never remove a panel cover to identify a breaker. Parts inside can remain energized even when the main disconnect is off.

What homeowners can safely check

From a dry, undamaged location, you can record which outlets or appliances lost power and what was operating before the trip. Read labels that are visible without removing covers. Follow the manufacturer's test instructions for an intact GFCI or AFCI device. If a device will not test or reset, or if there is heat, discoloration, water, smoke, buzzing, or a burning odor, stop using the circuit and seek professional help. For fire or active arcing, leave and call 911.
