These panels can fail to trip during a fault, which is a documented fire risk; many insurers now refuse to cover homes that still have them; and replacement typically runs $2,800–$5,000 in this market. Most electrical panels are boring, and that's exactly how they should be. They sit in the garage for decades doing one quiet job: shutting off power before a circuit overheats and starts a fire. A small number of panels installed in Bay Area homes between the 1950s and the 1980s don't reliably do that job. The two names that come up again and again are Federal Pacific Electric (FPE) Stab-Lok and Zinsco (sometimes branded Sylvania-Zinsco or GTE-Sylvania). If you have one of these, it isn't a maintenance item you can put off. It's a safety defect built into the box on your wall.

Here's the honest picture on why they're dangerous, how to tell if you have one, why your insurance company cares, and what it actually costs to fix in this market.

Why These Panels Are Actually Dangerous

A circuit breaker has one safety-critical function: when too much current flows, whether from an overload or a short circuit, it must trip and cut power. The problem with FPE Stab-Lok and Zinsco panels isn't that they're old. Plenty of 60-year-old panels are perfectly safe. The problem is a design and manufacturing defect that causes the breakers to fail to trip when they're supposed to.

Federal Pacific (FPE) Stab-Lok

Independent testing in the 1980s through the 2000s found that a meaningful share of FPE Stab-Lok breakers failed to trip under overload or short-circuit conditions, far more often than breakers from other manufacturers. There was also evidence that the company misrepresented testing and certification decades ago. The mechanism matters: a breaker that doesn't trip lets a circuit keep heating past its safe limit. Instead of the breaker doing its job, the wiring, the connection points, and eventually the panel itself become the failure point, and that's how an electrical fire starts inside the wall where you can't see it.

Two specific failure patterns show up in the field: breakers that won't trip even though the circuit is clearly overloaded, and double-pole breakers where only half actually disconnects. Both leave you with no real protection while everything looks normal from the outside.

Zinsco (and Sylvania-Zinsco)

Zinsco panels have their own well-documented weakness. The breakers can fuse or melt onto the aluminum bus bar inside the panel. When that happens, the breaker handle can be flipped to "off" while the circuit is still energized, and during a fault the breaker may not trip at all. You'll sometimes see scorching, melted breaker faces, or a burnt smell when one of these panels has been quietly failing. Like FPE, the danger is invisible until it isn't.

Pushmatic and Challenger, briefly

FPE and Zinsco get the most attention, but two other brands frequently get flagged by inspectors and insurers. Pushmatic (push-button breakers, no toggle) are obsolete, hard to source replacement parts for, and their mechanisms stiffen with age so they may not trip cleanly. Challenger panels, particularly certain models, share design lineage and concerns with FPE. If you have either of these, treat it as a reason to get a professional evaluation, even if it's not always as urgent as an FPE or Zinsco.

How to Tell If You Have One

You don't need to open the panel cover to check, and you shouldn't. The information you need is usually printed right on the front. Here's how to identify a problem panel safely.

  • Look for the brand name. The label is typically on the panel door, the inside edge of the door, or stamped on the dead-front cover. Look for "Federal Pacific," "FPE," "Stab-Lok," "Zinsco," "Sylvania," "GTE-Sylvania," "Pushmatic," "Bulldog," or "Challenger."
  • Check the breaker style. FPE Stab-Lok breakers often have a distinctive thin toggle with a red stripe or red marking that shows when the breaker is on. Zinsco breakers are slim with colored handles, often shades of red, blue, green, or tan, set into a panel with a vertical bus down the middle. Pushmatic uses square push-buttons instead of toggles.
  • Consider the era. If your Bay Area home was built or had electrical work done roughly between 1950 and 1985 and the panel has never been replaced, you're squarely in the window when these brands were common.
  • Watch for warning signs. Breakers that feel loose or rattle, a burning or plastic smell near the panel, discoloration or scorch marks, breakers that won't reset, or warmth on the panel cover are all reasons to stop and call an electrician.

If you find a problem brand, don't start poking around inside the panel. The bus bars are live even with the main breaker off, and Zinsco and FPE panels in particular can be unpredictable. Why Your Insurance Company Cares

This isn't just an electrician being cautious. The California home insurance market has tightened dramatically, and underwriters now actively screen for known fire-risk panels. It's increasingly common for an insurer to do one of the following when an FPE or Zinsco panel turns up during an inspection or at renewal:

  • Refuse to write a new policy until the panel is replaced.
  • Decline to renew an existing policy, or require replacement as a condition of renewal.
  • Surcharge the premium or add exclusions for electrical-fire claims.

What to Actually Do About It

There's a clear, sensible order of operations here. You don't need to panic, but you also shouldn't ignore it.

  1. Confirm the brand. Verify from the label and breaker style, or have it confirmed during a safety inspection. Don't assume an old panel is fine just because nothing has gone wrong yet, that's exactly how these fail.
  2. Reduce load in the meantime. If you know you have one of these panels, avoid running heavy loads like space heaters, EV chargers, or window AC units on it, and don't keep resetting a breaker that trips.   3. Replace the panel, don't repair it.   4. Pull a permit and do it right. In San Mateo and Santa Clara counties, a panel replacement requires a permit, an inspection, and coordination with PG&E if the meter or service is disturbed. This protects you and satisfies your insurer's documentation.
